In Gainesville, Georgia, it’s illegal to eat fried chicken with silverware? Or in Indiana, no horse shall be driven or ridden at a speed in excess of 10 mph? According to linerlaw.com, these and other strange laws/ordinances still exist today. Does that make you wonder HOW? Or WHY? Clark will walk us through just HOW ideas become laws. Who is involved, what is the process and how it all works.

Prior to joining the Board of Regents, Clark served on Governor Noem’s and Governor Daugaard’s executive committee as the Chief Financial Officer and the Commissioner of the Bureau of Finance and Management (BFM) for the State of South Dakota for five years.
